Then I will tell you - renaming in-use files on Windows 9x _does not
work_.  Only NT or greater can do that, and as long as the 1.5.x series of
cygwin is distributed, we are not consciously breaking 9x support (once
the 1.7.x series is released, it becomes a different story, now that
Microsoft has declared 9x to be end-of-life).

Then show us your skills by contributing such a patch.  In the open source
community, patches speak louder than rhetoric.
