I have updated the version of vim on cygwin.com to 7.0.076-1. This is an update to the latest patchlevel 76. Cygwin Vim still builds from the vanilla sources.
To update your installation, click on the "Install Cygwin now" link on the http://cygwin.com/ web page. This downloads setup.exe to your system.
