It does, actually, but you can't find it on the package search page.
That's because it's a symlink to /usr/lib/libminires.dll.a that is created
during the postinstall phase.
Thanks. The problem is solved after installing minires-dev.
Someone could probably add dependency between qt dev libraries and
minires-dev to avoid such problems in the future.
