That is not a bug in tar, but cygwin telling you that Windows limitations made it impossible to fork. Try a recent cygwin snapshot to see if that helps your situation. If not, see if you have any programs running that might be interfering with cygwin (known culprits include, but are not limited to, certain antivirus programs, a buggy biometric reader driver; search the archives for more details.) - -- Life is short - so eat dessert first!
