It most certainly is not an "officially supported" platform. That said, if it supports the Win32 API (as it probably does ;-), there's a *possibility* that it could be made to work, but you're on your own for debugging it.
If it's missing the DOS NUL device, then that's it - Cygwin depends on that device being present.
Please check the Microsoft knowledge base for a NUL device on XP embedded, and try to figure out how your installation is missing it.
