ioctl() not implemented

I am compiling a Linux app under Cygwin and I get the following error:

ioctl: Function not implemented

How can I solve it ?

The function is called 2 times:

if((err = ioctl(fd, TUNSETIFF, (void *) &ifr)) < 0 ){
    close(fd);
    return err;
  }

[...]
if(ioctl(fd, TIOCMBIS, &i) == -1) err(1, "ioctl");
