You didn't have a look into http://cygwin.com/cygwin-ug-net/ntsec.html lately, I assume. The RID is mentioned right at the start. ;-)
I did not see any mention of 10000 there but 'mkpasswd -l -c' offers me an entry with a uid that is my 6-digit RID plus 10000.
