Are you using a cygwin VM (such as gij, provided with the gcj package), or the non-cygwin Sun VM? If it is a native Windows VM, then there may be some interaction going between a cygwin process trying to spawn a non-cygwin process. But I don't have experience with that, since I don't typically use sh to spawn a non-cygwin VM.
