Google is your friend; search the list archives (for example, the search term "site:cygwin.com downgrade getline error" led me to http://www.cygwin.com/ml/cygwin/2006-01/msg01431.html). Anything announced in cygwin-announce after 1.5.19 was released depends on 1.5.19, so when back-revving cygwin, you also have to backrev those other packages.
