Hm, like I read in another thread package for apache2 comes without apsx
fortunately after installing apache1.3 found apsx in /usr/sbin

stock apache2 install on cwgwin is /usr/sbin/

I thine /usr/sbin/apxs2

you may need the apache apr package

search for "bin/apxs2"
