The fact that it's not looking for a file called "/home/Administrator/rsync_passwd" but one called "/home/Administrator/password-file=/home/Administrator/rsync_passwd" which probably doesn't exist..... Perhaps you have a mistake in the command line you're using? Perhaps you've typed "~password-file=XXXX" when you meant to say "--password-file=XXXX"? Yep, that's probably it.
