Are you sure that attaching to the process with strace isn't what actually what caused the process to start up? I don't see any 1 minute delays in the strace log.
We got a strace file that includes the gap. See: <http://www.scytek.de/shorted_trace.log> and search for: 110111469 110230380 [sig] tcsh This is a shorted trace file. I'll try to get the full version and the corresponding ps output but maybe this helps already.
