I have updated the version of vim on cygwin.com to 6.4-2. The -1 package accidentally didn't contain the precompiled vim message translation files.
To update your installation, click on the "Install Cygwin now" link on the http://cygwin.com/ web page. This downloads setup.exe to your system.
