Well I solved the missing /bin/kill.exe problem, I just reinstalled service pack 1 for windows 2003 and everything seems more normal.
I did a reinstall of cygwin and now cygcheck -c, or -cv don't show any incomplete packages, and kill.exe is back and not dissapearing anymore :) However, cygwin still crashes..
