I have updated libvorbis to 1.1.1-1, containing the 1.1.1 upstream release.
In my first attempt I used the older 1.1.0 package accidentally. Ogg Vorbis is a fully open, non-proprietary, patent-and-royalty-free, and general-purpose compressed audio format for audio and music at fixed and variable bitrates from 16 to 128 kbps/channel. To update your installation, click on the "Install Cygwin now" link on the http://cygwin.com/ web page. This downloads setup.exe to your system.
