A good install perhaps?  '/usr/include/stdio.h' is part of the "cygwin"
package.  You can't have a proper install of Cygwin if you don't have this
package installed.  You can try reinstalling it, in case it's just some
simple glich that caused the problem.  If this doesn't help or you require
