AFAICT, the above is distributing cygwin1.dll without the corresponding
source. Specifically, we have the following:
$ tar -tzf Dakota_3_3.cygwin.tar.gz | fgrep cygwin1.dll
Dakota/bin/cygwin1.dll
but the following:
http://endo.sandia.gov/DAKOTA/licensing/download_3_3.html
does not contain the source to the corresponding Cygwin DLL.
