Briefly to confirm that this can be reproduced: I tried to install all of Cygwin on an XP box, and Setup hanged (hung?) (with some nonsense about Error Reporting) at 47% (on mhash (0.9.1, I think)) for me too. Cygwin installed properly when I asked for everything but mhash.
