Even if you've never installed Cygwin before on the machine, that does not mean that there isn't an older version of cygwin1.dll floating around. Many third parties distribute software compiled against cygwin1.dll, and by having that software installed you may have that ancient cygwin1.dll in your path. As everyone else has already said, use windows' find (or whatever tool you prefer) to search the entire drive for cygwin1.dll.
