No, it doesn't. I just installed Cygwin on another system and it turned out that tcsh.exe is accidentally installed into the *real* /usr/bin path instead to /bin. The reason was that the latest tcsh package (6.14.00-2) had a "./" prepended to the paths accidentally. Unfortunately, setup doesn't deal with this. I've uploaded a new version of tcsh (6.14.00-3) which uses correct paths again.
