Pardon if this is mis-posted. I'm a long-time cygwin user and fan, but not very good at usenet.
Which package do I get to get 'netstat'? I found this (slightly silly) thread: http://sourceware.org/ml/cygwin/2004-06/msg00959.html titled "yes -- netstat (was Re: is there any command to see all the current tcp socket?)", so it sounds like Cygwin does have netstat, but a search from this page: http://cygwin.com/packages found 0 matches, and a quick scan of the package names found no likely suspects.
