/etc/profile is a user-controlled. The default /etc/profile is in /etc/defaults/etc/profile, and, as "cygcheck -f /etc/defaults/etc/profile" shows, this is distributed as part of the "base-files" package. "cygcheck -l base-files" should list all of the files in "base-files".
