Check that your /etc/passwd and /etc/group are up-to-date.  Also, check
both /var/log/httpd.log and the Windows Event Log.

Yes, this would cause the daemon to be tied to the opening shell.  If you
can't figure out why the service approach doesn't work for you, you might
try "setsid /usr/sbin/httpd.exe -F".
