All packages listed at <http://www.cygwin.com/packages/> are available 
for download and installation via 'setup.exe'.  Follow this link to 
get 'setup.exe'.

Once you have 'setup.exe', run it and when you get to the packages page,
make sure 'coreutils' is selected.  That should be all you need to do to 
make sure that 'coreutils' will be installed if that session of 'setup.exe'
is run to it's logical conclusion and no errors are reported in the 
process.
