I'd leave out ones that are already packaged elsewhere (banner, wtf, fortune, etc.) or ones that don't build easily.
I don't see people wanting 'just' fortune, or 'just' wtf. More likely, a person will be making a decision about whether they want their Cygwin installation to include entertainment options or not.
