You may want to look at www.miktex.org. They have a setup program and a windows update wizard that allows you to update from a bunch of mirrors. It is open source and the source is available at their site. With some modifications it may work for cygwin although I am not an expert on this. All I know is that it was easy to install miktex and then update it later. It also allows for partial installations. Yadin.
