If you've "scrubbed" your system before, then you might not be far enough into customizing your environment that you shun the idea of reinstalling. If that's the case, you might try removing Cygwin again and then create the install directory as the user who will install Cygwin and then run 'setup.exe' using that as the install directory. You clearly have permission problems or issues with an incomplete installation (i.e. '/etc/group' is not accessible).
