What exactly do you mean by "login"? If you connect to your machine remotely via inetd or sshd, the /etc/passwd entry should be honored. If you mean "clicking on the Cygwin icon", that launches the batch file /Cygwin.bat, which has the shell (bash) hard-coded in it. If you want it to launch a different shell, simply edit the batch file.
