First of all, you should be running Apache as a service and starting/stopping it with "net stop" and "net start" commands. Using apachectl runs it as the current user, which is normally not what you want. Make sure the mod_*.dll files exist and have both 'r' and 'x' permissions for whatever user account is running apache. Also rebaseall if you haven't already.
