That's because adding a #define to your code doesn't actually turn cygwin into the RTEMS operating system. If you #defined __svr4__, it wouldn't turn your PC into a SunOS box either. Merely #defining a feature test macro doesn't automagically implement the feature if cygwin doesn't already have it.
