If you are just putzing around, compiling cygwin sources and adding your own little hacks, you don't have to worry about anything. If you provide binary copies of cygwin programs, you must accompany them with complete sources. Changes that are desired to go back to the main cygwin release require that you follow the instructions at http://cygwin.com/contrib.html. You need to fill out an assignment signed by both you and your employer. If none of this is clear (and it's a mystery how it could not be clear by now) then, when you get ready to release some software ask again.
