"con" is a reserved word on Windows. Cygwin 1.5.10 erroneously let you produce a filename named "con" but 1.5.11 no longer allows this. This error message should not occur and that should be fixed but fixing things to provide a more unix-like error message is, unfortunately, not going to solve your problem.
