Is there any package (gcc back-end) able to cross-compile, on a Cygwin-based host, C programs for PocketPC 2003 (with ARM CPU), in a way that does not require a non-MS support dll? In other words, something similar to the MinGW mode enabled by -mno-cygwin, but generating PocketPC executables instead of Win32.
