I think you may have hit on the "trailing slash in mount" problem. Try issuing the following commands:
mount -s -b "c:/cygwin" "/" mount -s -b "c:/cygwin/bin" "/usr/bin" mount -s -b "c:/cygwin/lib" "/usr/lib"
