Download this:
http://mirrors.rcn.net/pub/sourceware/cygwin/release/pkgconfig/pkgconfig-0.15.0-4-src.tar.bz2
and look at the patch file. Or, you could just use cygwin's setup utility and install the binary package pkgconfig-0.15.0-4.
