Nobody announced any plans to this effect on this list, AFAIK, but feel free to submit patches. See <http://cygwin.com/contrib.html> for instructions on getting started. FWIW, a useful functionality extension that goes along with REG_BINARY is allowing regtool to read the data from file or stdin.
