FYI: start a CMD.EXE, "cd c:\cygwin\bin" (replace "c:\cygwin" by the root
of your Cygwin installation), and run ".\cygcheck.exe".  Cygcheck is a
pure Windows application, and should start just fine.

Also check the Windows event log for any detail on this error...
