Cygwin is trying to access DNS because it invokes a Windows function that does that. It is possible to prevent Windows from accessing DNS when trying to find out the hostname of the machine, but it's beyond the scope of this list, and you'll have to ask on a Windows forum for further help with this. I'd suspect it has something to do with the 'HOSTS' file, and, FYI, Cygwin provides /etc/hosts as a symlink to that file, to make it easier.
