Thanks for reporting this. I only opened the files and apparently the title page does not have this problem. I've updated the PDF on the website and will try to get a new cygwin-doc together in the next few days. (The problem, by the way, was apparently because TeX will not generate missing fonts for PDF output, only PS. So after I made a PS version the PDF generation worked.
