I take you to mean that you downloaded the Tk source and compiled with cygwin as per the normal instructions but built it without the x option.
Is there a binary for this compile I can install via setup.exe (or planned?).

I downloaded Tk-800.024 and built it on cygwin without the x option, so that Tk works in Win native mode. It works great!
