The example works for me(tm).
Guesses:
1. The ipc-daemon2 needs to run.
2. Wrong headers (cygipc-2.x not installed)?
$ ls -l /usr/include/sys/shm.h
-rwxrwxrwx 1 #gerrit Benutzer 3330 Oct 17 07:25 /usr/include/sys/shm.h
