Either use bash or create a batch file and set the PATH there...  E.g.,

CygCmd.bat:
        @echo off
        set PATH=c:\;c:\Cygwin\bin;c:\Cygwin\usr\X11R6\bin;%PATH%
        cd %HOMEDRIVE%%HOMEPATH%
        %SystemRoot%\system32\cmd.exe
