Your /etc/passwd is not up to date. See <http://cygwin.com/cygwin-ug-net/using-utils.html#MKPASSWD>. You probably have an out of date /etc/group file as well. You should update it too. If this doesn't make sense to you after reading the above and you still can't get it to work, visit <http://cygwin.com/problems.html> before you send a follow-up posting.
