Hello, Brian, Fancy running into you here... :-) You have an older version of cygwin1.dll installed on your system. The new openssh package requires at least Cygwin 1.5.* to operate. Once you upgrade the "cygwin" package, you should have a working openssh. All the older packages should work fine with the new Cygwin version.
