This is really weird. Are you sure you're quoting the message correctly? You can ignore the "Incomplete" tag on the "apache" and the "mod_*" packages - it's due to a directory renaming trick that I'm not quite sure how to handle. The others I'd certainly investigate, starting with "cygcheck -cv" of the affected packages.
