Should be the "very same" or just "produce the same output"? If you recompile the same "cc" sources with a different version of cygwin library you should definitely get a 'diferent' compiled ccmips.exe which should nevertheless produce the very same mips code.
And you would "need" to do this only once and use it only on machines that "have also cygwin".
Anyone can confirm this?
PS: of course if WindRiver used a cygwin release a little less... "obsolete" it would have been better ^_____^
