Well it does not depend on cygwin to run. The only reason I am trying to get multiple copies to run using cygwin is that I need a way for a user to authenticate to the windows box and run their own copy of the program. Without cygwin that is not easy to do that I am aware of.
The HLDS server is free by the developer valvesoftware.com.
