Nathaniel, Are you running any personal/desktop firewall software? You might wish to check the logs to see if it's blocking setup's attempts to access the mirror list. Some (in particular, Symantec Desktop Firewall) provide a log of all web accesses by all programs (including those from setup.exe); see if setup actually accessed <http://sources.redhat.com/cygwin/mirrors.lst>.
