Setup.exe *will* automatically downgrade packages from "test" to "curr" -- it's a known issue. My guess is that you've installed "login-1.9-6", got the error, and decided to upgrade "cygwin". You then installed the "curr" cygwin package, which is 1.3.22-1, and that also downgraded your login package to 1.9-5. If you'd selected the "Exp" set of packages, you'd've gotten both cygwin-1.5.0-1 and login-1.9-6 (with 32-bit UIDs). FYI, you can always use the "Partial" view in setup to find out *exactly* what's going to get (re)installed on your system after you press "Next".
