As Larry indicated, from the /etc/setup/*.gz files.

Get the package maintainer to fix their packages -- rebaseall
essentially just greps the DLLs out of the above mentioned files.

Note that the above implies that rebaseall only attempts to rebase
packages installed by Cygwin's setup.exe.  I will (eventually) enhance
rebaseall (and in turn rebase) to handle user supplied list(s) of
additionally DLLs to rebase.
